Title VI of the Civil Rights Act of 1964 and Executive Order 13166 Compliance Notice

It is the policy of the City of Los Angeles and Los Angeles Housing Department (LAHD) to take reasonable steps to provide meaningful access for persons with Limited English Proficiency (LEP) to all LAHD-funded programs and activities. The intent of this policy is to ensure that potential language barriers will not prevent LAHD staff from communicating effectively with persons who have limited English proficiency and that limited English proficiency will not prevent the public from accessing important program information, understanding eligibility criteria, and participating in LAHD funded programs.  Program staff shall provide free language assistance services, as needed,to persons they encounter or whenever language assistance services are requested.

LAHD’s Language Access Plan (LAP) establishes effective guidelines, consistent with Title VI of the Civil Rights Act of 1964 and Executive Order 13166, for LAHD and its funded programs to follow when providing services to, or interacting with, individuals who have limited English proficiency.
