Affordable Housing Information System Request For Proposals (RFP)

HCIDLA seeks proposals from qualified organizations/contractors to provide a software
solution for a new system that provides end-to-end management of the housing development
lifecycle. This system will replace similar functions in HCIDLA’s Housing Information
Management System and be the Department’s primary system to manage its affordable
housing programs and housing asset portfolio. The proposed software solution may be an off-
the-shelf solution, hosted or on premise, or a custom solution.

Paralegal and Other Temporary Services RFP

HCIDLA is seeking to solicit proposals from qualified vendors to provide paralegal and other temporary staffing services to HCIDLA. Prospective contractors must be qualified to provide temporary staffing services for various staffing positions within HCIDLA, and must be able to fill the occasional needs of HCIDLA for qualified paralegals in the real estate industry and other housing services, as needed.

Rent Escrow Account Program (REAP) and Utility Maintenance Program (UMP) Tenant Outreach and Education Services Request For Proposals (RFP)

HCIDLA is seeking one or more contractors to develop and carry out a successful outreach program that will inform and educate tenants who reside in properties subject to REAP and UMP about their rights and responsibilities under these programs. The ultimate goal of the contract(s) is for the selected organization(s) to facilitate the participation of tenants in REAP and UMP for eligible buildings. Due to the public service nature of the REAP and UMP Tenant Outreach and Education Services contract, the City highly desires contracting with non-profit organizations to provide these services.
