The Real Estate Information Services program provides historical and custom real estate information for every property located in Los Angeles. The services are utilized extensively department-wide by various HCIDLA sections. Through this RFP, the City seeks a firm qualified to provide Real Estate Information Services. The City will select and fund one (1) firm to provide contractual services, which include without limitation: software applications, valuation models, information, images, hard copy products, and any applicable user manuals.

The goal of this pilot is to incentivize homeowners to rent their Accessory Dwelling Units
(ADUs) to vulnerable populations who are housing insecure to prevent them from becoming
homeless. Ultimately, this project is designed to establish a proof of concept to highlight the
benefits of utilizing ADUs as a form of affordable housing and demonstrate that this housing
typology is an effective model for preventing first-time homelessness for housing insecure
residents.

This RFP seeks to solicit a qualified service provider for the ADU Pilot. The selected service
provider is required to design and develop procedures for matching qualified tenants with
available ADUs.

HCIDLA seeks to solicit proposals from experienced individuals to conduct over 24 types of
hearings on behalf of the General Manager of HCIDLA in response to appeals filed with the City
by constituents or by direction of the Rent Adjustment Commission under the Rent
Stabilization Ordinance (Los Angeles Municipal Code (LAMC), Chapter XV) and Los Angeles
Housing Code (LAMC, Chapter XVI), motion rulings, etc.
