Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis.

HCIDLA is the City’s primary housing agency, dedicated to the production and preservation of
affordable housing. To meet its multiple objectives, the HCIDLA must periodically look to
experts to identify and analyze the impacts of proposed legislation, regulations, and policies to
analyze the cumulative effect of proposed and existing housing regulations as well as
budgetary changes.

HCIDLA seeks to solicit qualified individuals or firms for the provision of consulting services
related to legislation and regulations, which include identifying and analyzing impacts of
proposed legislation, regulations, and policies on Los Angeles residents and City operations;
providing analysis of proposed legislation, regulations, and policies related to various federal,
state, and local housing programs and issues; analyzing the cumulative effect of proposed
and existing housing regulations as well as budgetary changes; and identifying legislative
changes and initiatives that HCIDLA should pursue.

At-Risk Affordable Housing Tenant Outreach and Education Services Request for Proposals (RFP)

The City seeks to contract with an experienced individual or firm to develop and carry out a successful tenant outreach and education service to inform and educate tenants in properties restricted by the various federal, state, and local programs at risk of expiration, termination, and/or actions that can potentially result in displacement.  

The selected contractor is anticipated to work closely with the HCIDLA Affordable Housing Preservation team to preserve the supply of affordable housing in Los Angeles, in addition to minimizing the displacement of low-income tenants from affordable housing units. The contractor will be responsible for providing accurate and timely information to tenants in affordable housing units that are at risk of converting to market-rate housing.  Furthermore, the selected contractor will be required to work closely with HCIDLA to target the City’s preservation efforts in the most urgent areas of concern.  The complete scope of services can be found in the RFP.

Housing Opportunities for Persons With AIDS (HOPWA) Request for Proposals (RFP)

HOPWA is a federal program that provides housing assistance and supportive services to low-income People Living With HIV/AIDS (PLWHA) and their families. HOPWA’s strategic objectives are to increase housing stability, expand access to care, and reduce the risk of homelessness. The Los Angeles HOPWA program is administered by HCIDLA and services are provided Countywide.

HCIDLA seeks to solicit proposals from qualified agencies with demonstrated successes in serving PLWH/A and/or other vulnerable populations to provide the following HOPWA program services: HOPWA Regional Offices, Housing Information and Referral, Scattered-Site Master Leasing, and Fiscal Monitoring Services.
